SISP (Sociedade Interbancária e Sistemas de Pagamentos, SA) is a Trust Service Provider in Cabo Verde (Cape Verde). Established in 2000, it is the country’s primary financial technology company, managing the national vinti4 electronic payment network, ATMs, and POS terminals.
SISP’s mission is to deliver fast, secure, and affordable electronic payment systems across Cabo Verde. It provides core services including management of the vinti4 network, electronic fund transfers (TEF), and payment clearing.
Operating to high security standards, SISP enables interoperability between banks in Cabo Verde and serves as a central hub for electronic commerce and payment services.
In partnership with Ascertia, SISP aimed to introduce a remote signing service for its customers and users that aligns with the EU eIDAS framework and requirements of the national credential agency.

Business needs
SISP required a solution that would enable customers to sign documents remotely. A key priority was ensuring the service aligned with a framework consistent with the EU eIDAS approach, while also meeting the requirements of the national credential agency in Cabo Verde.
Key requirements included:

Selection process & key deliverables
SISP identified Ascertia through its own independent research, the team then engaged with Ascertia to discuss its business requirements, technical specifications, system capabilities and availability needs. After reviewing Ascertia’s proposal alongside other providers, SISP concluded that Ascertia was the best fit from both a technical and financial perspective.
Solutions deployed:
- SAM Appliance: Enables high-trust remote signing and eSealing.
- Remote Authorisation Signing (RAS): Allows business applications to register users, submit hash signing requests, and track the status of signing processes.
- GoSign Mobile Application: Provides a user-friendly platform for sending, viewing, signing and returning documents.
The implementation process was streamlined through close collaboration with Ascertia. The main technical challenge involved integrating Ascertia’s solution with a certification authority (CA) application from a Brazilian provider operating within a different framework.
Some integration issues arose when interfacing RAS with the Brazilian provider’s solution, but these were successfully resolved through collaborations between the respective technical teams, enabling the service to be implemented successfully.
Outcome & results
SISP partnered with Ascertia to support the successful implementation and testing of the solutions. The deployment has positioned SISP to launch a qualified remote signing service aligned with both eIDAS-style requirements and local national requirements.
At the current time, the solution had been implemented and tested successfully, but the service had not yet been commercially launched.
